A marine plan is a document, normally published by a government or a government agency, which sets out to analyse and allocate both spatially and temporally of human activity in marine areas to achieve ecological, economic and social objectives that have been specified through a political process.

This is the base class of the metadata profile and represents the marine plan being described.
